§ 78-2. Rules of construction.

(a)

Words, phrases and terms defined herein shall be given the defined meaning.

(b)

Words, phrases and terms not defined herein but defined in the building code of the City of Hill Country Village shall be construed as defined in such code.

(c)

Words, phrases and terms defined neither herein nor in the building code of the City of Hill Country Village shall be given their usual and customary meanings except where the context clearly indicates a different meaning.

(d)

The text of the ordinance shall control captions, titles, and maps.

(e)

The word "shall" is mandatory and not permissive; the word "may" is permissive and not mandatory.

(f)

Words used in the singular include the plural and words used in the plural include the singular.

(g)

Words in the present tense include the future tense and words in the future tense include the present tense.
